Police are under a lot of pressure from the public and their bosses to make arrests. It's that simple, and that awful. My father was a police officer, so I lived some of this sort of thing. Undercover police work is necessary to catch the bad guys, but keeping them honest and truthful is very hard because sometimes a conviction will turn on having evidence that isn't really there. If you suspect the guy is guilty of dealing, but don't really have the evidence, a little creative testimony goes a long way.

We have no way of knowing how widespread this is, but it's been found in almost all police departments.

This sort of reminds me of Sidney Lumet's film Prince of the City, albeit under different circumstances, it has one of the best portrayals of cop guilt I've seen in a movie. Beats out Lumet's other cop drama, Serpico, with a deeper layer of complexity about the main character.
