All these problems can easily be solved by the employers. They can offer more money to steal the small amount of available perfect fit talent from other employers or they can find people that meet some of the requirements and train them for the other ones. Obviously if they aren't doing this they don't need that position filled as badly as the other companies so they should expect to lose out.

I been outta work for 3 years and every time I talk to a recruiter they say "yeah you look nice but you arent exactly what we need and we can afford to hold out for someone else".
Fuck them. They are making excuses to send all our jobs to India and Korea.

I don't think people understand. There is simply a huge shortage of very talented people and most of them are already in very high paying jobs. We've had a position open for 6+ months and simply can't find somebody at that level. The highly skilled guys can basically name their own price, and companies will pay it. It's very well known there is a severe shortage of really talented folks.
lower the starting salary 10k or so and spend 10k in training to bring skills up to par. seems like a perfectly logical solution.

You are mistaken. My team has been trying to fill several senior software engineer positions for months. We've interviewed over 30 people, and hired 1. Lots of people claim they are highly skilled and fail the most basic tests. "Highly Skilled" is a rarity among job applicants right now.
If they were going to move the jobs to India they probably wouldn't be listing them where you live. If you're running into the same answer with all the recruiters maybe, just maybe, you aren't what companies are looking for right now? At some point if everyone is saying the same thing it may be time to figure out a way to fix it rather than going on to the next recruiter to see if they'll say something different.

I'm talking about storage guys that can walk into any data center and know exactly what is going on and how to make it better, network guys that can walk into any company and immediately know what's going on and the direction to go, vmware guys that can do setup a 5000 VM environment in a week without thinking about it. You can't train to that level.

Having interviewed numerous people for positions at both my previous company and my current one, I kind of agree with the article. It's difficult to find someone who knows HTTP and unix and scripting languages, and who has enough of a personality that they can fit in well with the group.
People just stop learning technology, depsite the fact it will never shrink in use.
