The problem with that is that it requires that people either have enough saved to pay for their healthcare or they finance it until they get that tax return.

They have to save nothing, they just carry it as debt until their tax return is filed and then government pays it. If you never file, then yeah, you are on the hook.

The healthcare debt is paid in full by the government after you file your tax return which is yearly for most people. It allows checks and balances on eligibility and help keeps the tax system honest, since more people will want to file their taxes to get their healthcare debt paid by the government.
Do you seriously believe not filing taxes is a big problem? There are plenty of harsh penalties for that already. What problem are you trying to fix here?

You'll see universal "payer" before you see universal health. Two very different things. Right now close to 50% of the US is covered by Medicare, Medicaid or the VA. All federal payers. Unifying and folding them into a universal plan is a much straighter path than having fully government operated health care facilities.

And that is why republicans are trying to cut them to the bone so they have no power and/or run so badly they point at them as a sign to not use that system.

Instead of funding the VA they said you can go where you want and the Fed will pay. Next up is cutting Medicare/Medicaid.

I have a perfect 850/850 for my FICO score. I am fairly competent with managing cash flow.

You don't seem to understand the concept and how it applies to a business.

I'm throwing a dart at the problem to create a starting point. There might be some flaws in it and it needs to be modified. It is just an idea!

Who carries it as a debt? The person? Does the US Government also reimburse them for up to a year worth of interest payments on that debt? Is that really cost effective enough for us to link this to taxes? Can the Medical providers decide not to take this debt if they feel that the person is not going to get the reimbursement or are we forcing them to take a risk on never getting paid?

So how would you modify it? So far when the flaws have been pointed out you've attempted to hand wave it away. If you're really interested in a discussion you should be prepared to address criticisms as they are identified and propose solutions. So far you've just ignored the issue of who is supposed to carry something around $1T in expenses until tax time rolls around.

If were talking about UHC then the government is obviously responsible for the balance sheets. Earlier I suggested a government UHC credit card of sorts to hold that debt. Just like any credit card the government as the issuer would have to paid the hospitals/doctors/pharmacies etc... The government then works with you on how to pay the balance. It most cases they(the government) would pay it completely.
