THE SHORT:
After restarting my computer to induce changes after "new hardware was installed" even though I didn't attach any new devices, upon startup, my computer stalls at the POST screen for roughly 10 minutes. It loads up the processor information (which is within the first few lines), then after 10 minutes loads the rest (beginning with memory information) and startup continues as normal. No other symptoms. This behavior started after I moved the computer to my new apartment, and has never happened before in the six months since I originally built the rig.

THE LONG:
I recently moved to a new apartment, and brought my computer with me. After plugging it in and starting it up, it ran as normal. There is no internet connection for the computer yet. After a while, windows gives me a pop-up saying that new hardware has been installed and that I should restart to allow changes to take affect. I don't think I attached any new devices, so I'm assuming this is because I had unplugged everything and then plugged it back in, but I'm not sure.
Anyhow, after restarting, startup stalls right at the POST screen (after CPU information is displayed but before RAM information has a chance to show up). It stayed here for about ten minutes, then the rest of the POST screen loads and at the bottom it says something along the lines of the computer now running in Safe Mode, and that I should reset my CPU or adjust my memory timings. Here it paused awaiting input, at the bottom it said to press Delete for setup or F1 to continue. Since I noticed on the POST screen that the CPU frequency was accurate but the memory timings were off, I went into setup and adjusted them (they were incorrectly at 5-5-5-15 when they were supposed to be 4-4-3-5).
I chose to save and exit, the computer restarts, and again startup stalls at the same spot. This time, after ten minutes again, instead of the Safe Mode message and having to press F1, startup continued as normal, and the computer appears to be completely fine. In conclusion, everytime I start the computer, startup freezes close to the top of the POST screen for 10 minutes. The rest of startup continues at normal pace after the stall, and the computer seems to be fine apart from this. Here's what POST shows before stalling:

Then there's a big blank where the rest of the info later shows up, including memory information, drives, etc. All the way at the bottom it says "Press DEL to enter SETUP, ESC to Enter Boot Menu". Again, after this stall it continues as normal. Very odd.
Any ideas on how to fix this would be greatly appreciated. Please let me know if you need more details. My system specs are below; thank you very much for your time.
