Yes, it will count. I purchased 2 TV's at 30% off, and the eBay store cancelled my order several days later because I changed my shipping address to "Local Pick-up" since I live 10 miles away from the store that sold the TV's. Apparently the store didn't offer local pickup.
Anyways, they refunded me the money for the 2 TV's, and after that happened, the $200 cash back for each TV in my live.com account was gone. I purchased 6 total items using cash back on my eBay account, and I thought since I was refunded on the 2 TV's, I could purchase another 2 items, nope, their system is not that advanced.
Just create another eBay account, takes a few minutes, that's all I did, and link it your PayPal account, and purchase another 6 items.
You can keep on creating eBay accounts to buy things, just remember $2,500 is the max cash back you can receive.
