Question upgrade advice

hey all, alright its time to upgrade my rig. currently i'm running a 4790k on a asus hero mobo with a d15 cooler. speed isn't so much my issue as I can overclock to 4.8 easily and temps stay under control. My main issue is that my MSI GTX1080 has crap silicone and cant OC for crap, since the GTX 30 series is around the corner as well as the new Ryzen chips I figured I may as well just build a new PC. I am settled on a few things, I have storage worked out as well as ram (6TB WD black HDD and 16gb DDR4 3600 trident neo ram) I am also going to pick up a 500-1000gb M.2 if gen 4 pcie m.2's start becoming available. I will be getting the new 3080 series card when that becomes available and perhaps even the Ti variant if it is a big enough step up, I really would like to get to 4k/60fps on most titles. Now I have a few questions,
1.) are stock AMD coolers good enough to stick with? I plan to go with whatever CPU has the best single core performance which currently is the 3800X (technically the 3950 IS faster but only by a tiny bit and its way overpriced for what im going to be using it for). so would I be able to use the stock cooler or would I have to get another cooler, I dont overclock much but I would like a BIT of headroom.
2.) kind of attached to the above question, I want to show off the ram on the mobo so re-using my d15 is out since it covers the ram, what is the best performing cooler that will allow me to use at least the 2,4 slots of RAM on the mobo?
3.) finally, my current case is a inwin GRone but as im going for a more flashy build with good thermals what cases would you guys recommend? I don't want to reuse the GRone because it has no PSU basement and generally cable management is impossible. Any suggestions?

Technically the best single core performance currently goes to Intel. But I infer you're waiting for the 4000-series Ryzens anyway?

They're certainly not ideal. That might change with the 4000-series. Either direction, since the new XT chips don't come with a stock cooler!

A liquid cooler. Hey, look, Tom's Hardware did a review! (They also did air coolers on the previous page.)

I think you should nail down which generation of chips you want and your budget before you go much further, except maybe with a case. Hey, look, Tom's Hardware did another review! Even then your budget matters.

yeah but I decided after watching Intel get lazy that I was going to boycott them until they started acting like they had customers to please. I'm not necessarily waiting for the 4000 series, basically i'm buying a CPU/mobo in October, as from October till around march going outside is to be avoided in my climate. So i'm either buying a 4000 series if they release by October or i'm buying a 3800X/XT depending on pricing. I figure i'm safe to buy the accessories for my build in the meantime so I am researching coolers and cases.

I try to operate off the K.I.S.S. principal so I would rather not introduce even more points of failure if I can help it, that being said its hard to find a tower that cools good and looks good at the same time so while i'm not dead set against AIO's I would rather be able to keep it on air if possible. im just curious if there is an air cooler that has comparable cooling to the d15 but doesn't cover your ram and preferably doesn't look like a huge brick.
As far as cases go, its here im having the hardest part, but most of it is internal conflict over what features to comprise on since I have been seeing quality full size cases with the features I want don't really exist so I don't think you guys can help with that.

so I am going to preface this.
currently the Ryzen 3000 series are on 7nm construction and the 4000 series are slated to be 5nm construction. My current understanding is that the smaller the construction the more power efficiency you achieve which in my mind SHOULD lead to better thermals, please correct me if this is not correct. therefore if a cooler is currently able to keep say a 3800x cool it shouldn't have a problem keeping a 4800x ( if they stick to the trend ) cool. with all that in mind last night after a few hours of research i found this cooler.
I like the appearance, its isn't a giant brick like the D15, and it doesn't block the RAM and cover the rgb. does anyone have this cooler? will it keep a 3800x cool while leaving a BIT of headroom for overclocking? Anyone currently running this that can give me some input? all the reviews seem to point towards this being a good cooler but I tend to take youtubers with a grain of salt.

The HSF you linked is okay. It will be a mediocre but acceptable choice. It's in no way an equal to a DH15, as it's only a 120mm fan setup and correspondingly smaller heatsink and heatpipe arrangement vs the 140mm. Which doesn't sound like much, but a 140x140mm fan with same size center mounting of the motor actually has a dramatically larger surface area for the fan blades and airflow, which means a 120mm fan needs to be in the 2500+RPM range to equal the CFM of a Noctua 140mm fan at 1200-1400RPM.

Zen2 is not really for overclocking. Gamers Nexus just did a comparison of 4.3Ghz 3600X to 4.6Ghz OC 3600XT (their fastest single core Ryzen ever), and the difference was ~1%. However, they then used truly bleeding edge RAM performance by running an exotic DDR4-4000 CL15 kit ($$$$) at 3800 CL13 speeds and very aggressive subtimings and 1.9Ghz Infinity Fabric clocks, and then the 4.6Ghz performance was ~9% or so ahead of stock 3600X (and far ahead of 3700/3800/3900/3950x for gaming), but still behind stock 10600K.

Basically, don't worry about OCing Zen2. They're exceptional stock clocks, and unless you have absurdly good subambient cooling or elite AIO, you can even regress in performance by trying to push higher clocks due to hotspotting and throttling.

On the flip side, running DDR4 speeds at 2:1 of the Infinity Fabric clocks (eg 1.8Ghz IF + 3600 DDR4, or 1.86Ghz IF + 3733 DDR4, or with a really good XT example 1.9Ghz IF + 3800 DDR4) and finely tuned Ram timings pays off handsomely.

I do disagree about CPU overclocking though, and not because of significant gaming performance gains. As he states at the beginning of the vid, you can get a higher all core with less voltage by manually overclocking v. auto. That is reason enough to do it. And you do not have to go crazy on ram either. This guy does strong work with a FlareX kit. You can get 2x8GB for about $100. He was the first review I saw that showed what the 3300x could do with a little effort.
