I have $430 in Amazon Rewards and was thinking I should cash in an upgrade my system. Current setup.

Mobo: AsRock Z77 Pro4
CPU: Intel i5 3570k
GPU: Radeon 7870
PSU: OCZ 700w
HDD: Seagate 1TB
SSD: Samsung 120 Mb
Memory: Corsair Vengeance 8Gb Ram

Was thinking of getting a 1070 or 1080 but maybe that’s overkill for my cpu. Will those cause bottlenecking? What are your thoughts on Best upgrade option?

Hm. All your parts listed, except maybe the HDD, could use an upgrade. If you're looking for a gaming upgrade, your GPU is probably your weakest part. But GPUs, along with RAM and SSDs, are overpriced right now.

Some questions:
- What games do you want to improve performance on?
- Edit2: What's your monitor?
- Are you overclocking? Do you have an aftermarket heat sink? Edit: For that matter, what's your case?
- Are you running out of SSD space?

If it's a gaming PC my first priority would be a gpu upgrade. If you manage to get a decent overclock going on your cpu it'll do a decent job for a while longer. Overall the system is pretty dated, but if you feel it fulfills your requirements you don't need to upgrade other components yet. Adding another 8gb of memory would also be on my list of priorities, but you may want to skip that and do a full system upgrade. If you plan on doing that, it's a bad idea to buy more ddr3 memory now as memory is quite expensive at the moment, and besides you would be better off saving that cash to spend on the full upgrade.

If I threw a few hundred more at a new build would I be getting something significantly better than what I already have? If so, what would you say for a $700-$800 budget. Would be about the max I could swing at the moment.

To answer other questions I have an Asus 1080p monitor and I’m good with that. I have a cooler master hyper 212 evo heatsink. Coolermaster HAF 922 case with 4 fans, CPU is OC’d to 3.6 and I actually have a 500 Gig SSD that I didn’t list so I am good on space for now. Games are all pretty much lagging, rise of tomb raider, for honor, middle earth, even WoW can get bogged down. If a full system upgrade can be had to drastically improve what I got then I might be willing to throw more money at it but I can’t do a major build.

Increasing your memory to 16GB and replacing the GPU with a GTX 1070 would be the best option that will give the results you are looking for.

If you could get your cpu closer to 4.5ghz that would be quite worthwhile i think. 3.6 is less than the stock single core turbo and only 200mhz above the base frequency. Are you sure you've overclocked it at all?
The most important factor is that you need a new graphics card. A gtx 1070 or 1070Ti would be a massive upgrade over your current gpu. The difference would be night and day, so focus your money there.

I would start with that, and if you're still not satisfied look into getting a R5 1600, B350 motherboard, 16GB RAM. A 1070Ti will cost about 470 dollars and the 1070 is 400. The other three items i listed cost 400-470ish depending on which motherboard and RAM you get. A GTX 1070 plus the R5 1600 upgrade will then be about 850 dollars total which is almost in line with your budget.

Definitely try getting just the graphics card first, and upping your cpu overclock, there's a very good chance you'll be happy with it in my opinion.

I have almost the same PC you got,but main difference is GPU of course.
I opened similar thread several months ago, maybe it will help you also:

Point is that you need to upgrade just your GPU like I did couple of years ago (I had gtx 560) and it will give you 80-90% boost for your games
Also, main point is that we play on 1080p and upgrading whole system won't give any significant change (if we take in mind that you buy new GPU)
So in conclusion,if you don't change monitor, just buy yourself new GPU (1070 or 1080) and enjoy gaming, for future new monitor + whole new system would be reasonable upgrade.
Cheers

12GB isn't quite 16GB, but it's better than 8GB in some cases.
