As per threads read from the past, this is correct.
I didn't do a fresh install, But I did a few minor things to prepare like remove all drivers to vid card, HDD and all drivers that came with the P35 board. Did all this before shutting the system down. Then I removed hardware and installed onto the P45 board. Used 1 stick of Ram, Main Hd, Vid card and Dvd. Pretty much the basics, and booted into Bios, checked to see if all hardware was reconized and then rebooted. Went right into vista, and started the process of loading all the new drivers.
You might want to update all the drivers that you may need before you do all this. It was pretty simple really.

I believe sysprep does all this for you. It's really a good tool as I've used it to migrate from my PIII S370 system to Athlon XP system to a Socket 939 to Socket 775 without a single hiccup. (Yes, I know I need a fresh install!)

moving from a p35 to 45 based board won't require a reinstall unless you want the warm and fuzzies of a clean install. as long as you are in a similar family of chipset you can change ide drivers to standard ide, swap your hardware and reboot in safe mode and let it do its thing. i have done it numerous times and rarely had issues. be prepared to do a clean install if it does get fubared tho.
