It probably won't help you reach higher OCs, but does help with general computer stability, especially if the wiring in your home is sucky. Keep in mind that not all UPS units are effective as line conditioners.
both my pc's run off UPS but i seriously doubt it helps overclocking in any way. i don't buy that 'line conditioning' crap either, your power supply regualtes the volatege it needs just fine without any help from a UPS. The primary goal of a UPS is to keep your pc from suddenly shutting off when you lose power and surge protection, don't buy one for anything else.

Line condition abilities would depend on the UPS. To my knowledge most if not all consumer level UPS's do not do line conditioning. They run off the wall power until there is a big enough dip or outage and then switch to battery. A high grade unit will run off the battery 100% of the time will constantly charging it.
