US Flags at Cost (they say)

Popularlink is professing to sell US flags, pins, etc. at their cost:

Prices looked quite reasonable, though their "list prices" look inflated. (eg. 3 by 5 foot polyester for $19.95 plus shipping)

If they are really selling them at their cost how come its 2 for $10 and 4 for $15 ???

I read from a Chinese newspaper that the cost for a "Made in China" 3x5 flag is about $1.00
