On a side note, ex-Iraqi VP Tariq Aziz says that the reason Saddamn was inconsistent with the UN was because he didnt want his neighbors to know Iraq was basically defenseless.

That is definately understandable as well. You do not want people who are willing to invade your country for monetary reasons or any other reason to know you're defenseless!
