USB devices don't initialize on startup

Hi guys. I don't restart my computer often, but when I do something very annoying occurs. My USB mouse doesn't work until I unplug it and plug it back in. In addition, my external harddrive isn't recognized until I do the same thing. Logically I thought that it must be a USB driver problem, however my USB printer is recognized. I'm stumped and would really like to solve this problem. Any help would be appreciated. Thank you.

I'm running WinXP Pro on a Dell Dimension 8250...and I'm fully updated etc etc...

Have you updated the BIOS?

yeah i've got the latest bios

After updating your bios did you load setup defaults. Usually I find that whether Intel or AMD, if I do not do this, invariably I get usb problems with kb/mouse, etc.

Edit: After loading setup defaults, save and exit, re-enter bios setup again for custom settings, if any.

I suspect that your power supply may be a bit skimpy on providing 5 vdc to your USB ports.

If you would use a powered USB 4-port hub for all these devices, my guess is that they wouyld light right up on boot.
