USB devices don't initialize

Hi guys. I don't restart my computer often, but when I do something very annoying occurs. My USB mouse doesn't work until I unplug it and plug it back in. In addition, my external harddrive isn't recognized until I do the same thing. Logically I thought that it must be a USB driver problem, however my USB printer is recognized. I'm stumped and would really like to solve this problem. Any help would be appreciated. Thank you.

I'm running WinXP Pro on a Dell Dimension 8250...and I'm fully updated etc etc...

it is likely that you have a bad usb port, it doesn't have to be all of them bad,, just one in the bunch. Try booting the mouse in the port that is used for the printer and see if it BOOTs every time. If it does, u got one bad port, if it doesn't check that mouse in another computer. Boot reboot etc.
