They still have the paper forms at my post office.

You can also use the online form, then print it out and mail it or give it to your carrier and they won't charge you. $1 charge is just to stop script abuse, etc.

From the bottom of the Change of Address form page:

Note: A valid credit card and a valid email address are required to complete the Online Change of Address process. For your security, the credit
card billing address MUST match the address you are moving from or the address you are moving to (for business moves it must match the address
you are moving from). If you are unable to use a credit card and a valid email address, you will have the option to print the Change of Address
form and then mail or deliver the printed form to your local post office ™.

I've done it in the past without a charge, used to be a confirmation sent to the old address and that was all. Seems more like an easy way to collect $ to me.

Slickdealers etc. were guilty of going in and taking several moving packets just for the lowes coupon. When we moved and remodeled that 10% coupon was regularly worth $100 bucks. The packets were exploited for the coupons.

You can still request them, they keep a handful behind the counter, but you can't walk up and take a dozen anymore, and they want you to register online, where a coupon gets mailed out or emailed a few weeks later.

I have done the change form in person and online. Online is quicker for the post office to process ( ie make it effective) than doing it in person which will take a few business day's before its effective. The one dollar is the cost of using the online system and as others have said providing a modicum of fraud protection.
