Trust me, the instant the words "minor" is thrown, all sense of fairness is toss'd out the window and heavy regulation is mandated in the US.
It would all hold up in Japan, but then the US isn't Japan.
In Japan you have pachinko machines, where you win balls. These balls can then be taken and converted to tokens inside the pachinko parlour. These tokens can to another shop outside the place the pachinko machine is located, and which is totally unrelated to the pachinko place, who will then give you cash in exchange for these tokens.
But it's totally not gambling for money, because you put in money and gamble for balls, which can then be converted to tokens. The fact you can go to a third party and convert the tokens to cash means you aren't gambling for cash.
