Desktop PCs and laptops? If we remove the corporate market, not even close. I can't think of a single person that has a computer and does not own a TV. I am sure they exist, but the amount of people who own TVs vastly eclipses those who own PCs.
And for some reason, I find it hard to believe if I was willing to spend $600+ on this gaming PC, I would skimp and byu a $10 kb / mouse setup. And again, the cost of the OS, even if it is on a $600 gaming PC doesn't make it an unthinkable cost.
To me, the idea that adding in the cost of an OS makes PC gaming too expensive is ridiculous.
