If you want to inflate the value of your Steam account they're free until Oct 1. Need to own the game to "buy" its DLC and FYI Free to Play is free.
Note, you have to own the games in question to get the "free" DLC music.

After all it's free. What console is this game for? Or PC?If you don't own the game, you can't get the soundtrack. I have Half-Life Source, but you need the original Half-Life (which I also have, but not in my Steam library) to get it.

Strange, I got the HL2 soundtrack and I still haven't installed HL2 it yet.
You don't need it installed, it needs to be in your library, aka, you purchased it.
You need to have the game installed, not just in your library, or you can't add the DLC to your cart. If others have found a workaround, great, but that's the way it's working right now.

Here's what I did today, Oct 2:
1) launch Steam client software from Windows
2) search the store: valve soundtrack
3) click the soundtracks for the games you own (don't need to be installed), click the green "download" button, and you're done. For example, if you own Half Life 2 Episode 2 and do this, it will say after clicking "download": Success!
Half-Life 2: Episode Two Soundtrack is now registered to your account on Steam.
To access your new content, simply launch this game from your games list on Steam.
I haven't tried to access the content yet b/c the games aren't installed.
Games you don't own will give you an error message if you click "download"
