If inline pics are enabled, file size needs to be regulated, and I like the idea of using javascript to see the picture only when you click on a small link. Obviously filtering needs to be in place.
inline images should be an option. If you leave it unchecked, images will simply appear as links.
A photo album for each user is not realistic. There are almost 200,000 registered members (Granted - not all are active) on the forum. Even if each user was allotted 10mb's for that photo album, that is already 2TB of data, not counting EVERYTHING else.

A lock on the L&R forum or a sub-forum of L&R. There are some pretty explicit threads in there that young children who might post here have no business seeing. Request permission from a moderator for access to that particular sub-forum. Everything outside of that forum must be kept clean.
No way. The mods already lock things that are too ridiculous. There's nothing int here that "young children" (>13) haven't already heard about or thought about.
I was a big fan of the word censoring - though that is not everyone's slice of cake. Don't block the words, but use asterisks or something in place. It just makes it nicer to read a post where, although someone may be pissed, I don't have to read through the dictionary of curse words to figure out what they are saying.
Make it an option, just like inline images.
Keep the forum professional looking above all! AT forums are a great place to not only hang out and talk about whatever is on your mind, but a great place to learn - lets keep it that way!
By far the most important thing. I keep coming back to this place because the look is clean and there aren't 10,000 custom animated avatars and images in people's signatures. The color schemes are nice and, generally, Anandtech is one of the more professional feeling forums on the internet.

My only additional recommendation would be to echo another idea. I'd love to have a "best of" subsection where users could vote for the best threads. It would give more continuity to the life of the forum.
I'd also like to see a thread somewhere where the mods post what they've done. When they ban a member or issue vacations, it would be nice to see a brief description of the offense and how long people are going to be gone for. That will eliminate a lot of the "did xyz get banned?!!?!?" threads.

I never knew we could 'tag' a thread. I do it with my bookmarks, and I know how wonderful a feature this is. I support this as well.

People are only up in arms over vBulletin wasting vertical space, it's hilarious how they forget that FT wastes a LOT of horizontal space, especially on a widescreen (about 25%). If you do add a left pane navigation thingy, please make it optional, I hate how much space it permanently wastes on the left half of my screen once I've scrolled past the first two or three posts...
