A bit simplified, but the gist of it is... All CPUs using the same core and revision are from the same die. Even though they are from the same die, one particular CPU may clock higher than another particular CPU. There may or may not be any "speed grading" done - depends on yields and market demands. If yields are not good and people are snapping up the fastest CPUs as fast as they can make them, then they will speed grade every single CPU. If yields are good, but everyone wants to buy the cheapest model, then they will speed grade enough to fulfill inventory of the faster models, then the remaining will just be marked at whatever speed.
With the 3000+ and 3200+ being within $10 of each other, which one should you get? Well, being that the upper multiplier is locked, to gain really high speeds you will have to depend on your motherboard and RAM to hit those speeds. Most "good" motherboards can hit 300MHz, but what if you are hitting that at default voltage and the CPU seems to have more headroom... wouldn't you wish you had a higher multiplier just "in case" your particular motherboard is maxed out? Well, that's how I feel, and I'd just as soon pay the extra $10 for that insurance. Back when it was an extra $40, well... but at only $10...

The POS won't even do a 1M run of Pi at 250x10, I guess it's going on EBAY.

The ones mentioned above. 250x10 is unstable, can't do Pi, so I'm not even gonna try anything else. My 3000 does 280x9 so there is no reason to keep this one.

I'm about to order a 0516 and a 0518, so I guess it's bye bye to the E6.
