I'm pretty sure that he means kilobit/sec, according to the DSL modem's line-sync parameters. He's on 768/128 service, you're on 1.5M/384 service. So your service is actually 2X of his. I'm on 1.5M/384 myself, service generally works alright, although there were a couple of outages on their authentication server one night, cutting out DSL for 30min, and they are currently having e-mail blocking problems, and semi-slow newsgroup service. (But no usenet/download caps, that's a good thing.)
When I initially ordered, the service was supposed to be 1.5M/384, but was only initially provisioned for 768/128, I had to call billing a month later and they fixed it within a week. Speeds are limited by distance to CO, under 11000ft = 3.0M/768, under 14000ft = 1.5M/384, under 18000 = 768/128, further out = no DSL for you, check again in one year.
Oh yeah, VZ also raised the price, they tacked on some "tax recovery fee", which isn't a tax at all, it's just a seperately broken-out fee increase, which should be included in the advertised price, but (IMHO, fraudulently) isn't.
Oh, and you have to already be a Verizon POTS service subscriber (at ~$30/mo or so) to even qualify for DSL service. So your total cost/mo is around $70 or so.
