It was not a skate park. This is Cannery Park in Hayward California. There's a skate park IN Cannery Park, but the skater's not in it. The funny thing is that you can see the skate park behind the skater clearly in part of the video. But instead of being in the park to do his tricks, he's up on the sidewalk.
You can see the sidewalk pretty well on Google Maps:

There's also a video that breaks down the accident location in relationship to the skate park here:

Although technically and legally I don't condone the punch, I do understand. The kid was running on a sidewalk in a public park, exactly where he should be. He's got relatives no more than 10 feet away that pick him up less than 5 seconds after he's hit. People have given the mom a lot of shit for 'not watching him,' but let's face it, all parents let other people watch their kids, especially in a place that was supposed to be safe. I know my older brother watched over me more than a few times growing up.
The skater, on the other hand is an adult. He's filming up on the sidewalk in a public park that has playgrounds, a splash pool and also borders Burbank Elementary School. Cannery Park rules state that skaters need to be under control at all times and cannot use park apparatus, like the benches seen in the video, for tricks. He's going way too fast, not paying attention and is not concerned that there are children in the area. The accident was easily avoidable if the skater had one ounce of maturity.
