I feel like her behavior represents a large portion of uneducated (though I can't really be sure about this one), inner-city, black Americans. Her black skin is a common trait that these uneducated, inner-city people have. It's more of a cultural thing, IMO, than a race thing. African-American, inner-city culture being the problem.
