Video capture in NTSC + PAL/SECAM

My grandpa has a lot of old home movies in PAL/SECAM and some newer stuff in NTSC and he asked me for help in trying to get them on his computer so he can edit them.

I've looked online for some video capture cards, but seeing as I have absolutely no experience with video capture (in general), let alone with pal/secam capture, I figured that asking here would be the best course of action

Here's what I'm looking for:
Encoding inputs: MUST support NTSC/PAL/SECAM
Quality: The original tapes are very low quality, so professional/high quality capture isn't required. Of course, better quality is preffered.
Price: Cheaper is better

Thats all that I can think of, for now.

I prefer the second one since it also captures audio. If you decide to go with the first one you will have to buy additional cable adapter RCA->1/8" plug and connect it to your audio in connector of your sound card.

Capture the video and audio using MPEG II and then use Nero to make a DVD. If you want Movie CD then capture in MPEG I and make CD movies using Nero also.

If he wants to edit I'd suggest one of the Canopus ADVC series - DV bridges. Accepts NTSC or SECAM input, captures to DV format which is great for editing - never have any synch problems unlike editing mpeg (in my experience) They're not cheap, (well 250 and under, not that bad) but if he's doing a lot of conversion it's worth it. A lot of other DV bridges had synch problems or locked up when they overheated - I've had my ADVC-100 for a few years and never had a problem with it. Don't know about the others, but the 100 has a macrovision defeat trick too which may or may not be useful.

As for the cost - people pay damn near as much for used ones on eBay as new ones. Convert the vids and sell it.

I have an old ATI tuner somewhere that had a jumper to switch to NTSC or PAl/SECAM. Only problem is that it is an ISA card.
