Video Card for Acer T180

my 1st post here.
i recently bought the Acer T180 desktop and i am planning to make it as my HTPC.

Acer T180 specs:
Acer Desktop PC AST180
AMD Athlon 64 X2 4000+
250 GB Hard Drive
1 GB DDR2 Memory
DVD Burner
Windows Vista Home Premium

i upgraded its memory to 3 Gig.
i will buy the Hauppauge-WinTV-HVR-1600 soon.
What is the cheapest video card do you suggest for this computer (i prefer fanless and if possible dual dvi output), that can run on its 250W PSU.

8500gt with hdcp may work on that little amperage if you dont add alot of hds
