This question keeps reoccuring. Apart from having to build the interface and power circuitry on the LCD end of the business, you'd also have to come up with at least a customized BIOS to the VGA card you're going to use, paired with the correct electrical interface for whatever LCD panel you're using there. Of course, you won't find a CMOS TTL or LVDS interface connector on a normal graphics card.
In other words, if you're not a notebook/industrial/embedded mainboard or VGA card design company by profession, forget it.
