http://www.virtualdub.org/ can do it.
After install, go to file open, open the first file.
Then go to file , append , add next file.
Repeat till you are done.
Change the option , video mode - direct stream copy.
Then pick file save as.

I don't think VirtualDub can append mpeg files. Atleast it didn't work when I tried it a long while ago. Why don't you check out VCDGear. It only works with mpeg files unfortunately, but it's free.
Never tried specifically what you are doing in virtual dub, but my experience getting it to work correctly/do what you want is a huge hassle. It's free, so I can't exactly complain though.
