Possible, but still rare, it'd have to hit you just right. There's generally several minutes warning on hail so you'd have to be in the wide open to get caught. Then you'd have to not protect your head, your hands would be enough. There's a reason the pic of the guy caught in it shows his back.Being caught in the open in that type of hail could easily result in death.
He may have been technically correct but in practical terms tornadoes are accompanied by precip just as often as they are not.
And living in OK for very long you realize that a meteorologists word isn't really worth much. Not that they're bad at their jobs but our weather is so unpredictable there's nothing they can do

A tornado is bad enough, most are at/after dusk so you can't see them but rain-wrapped ones often can't be seen in the day...And my brothers apartment in stillwater got directly hit by a nearly rain-wrapped tornado just last night

Hmm, I'm never lucky enough to see them in daylight. Maybe it's just a location thing? Almost everyone that's been through the area has been just at/after dusk. That or the storm clouds block out all whatever day light is left. :\Most occur while it's still light out actually. It doesn't get dark here at this time of the year til 8 or so, and after that point most tornadic storms have just evolved into heavy wind/rain, with less rotation
