Video Problem leads to a question

I built a computer for a friend.

600W Rosewill PSU
Gigabyte DS3 Motherboard (rev3.3)
eVGA 8800gts (320mb) video card
1 SATA DVD burner
1 SATA Seagate HDD
and 3 120mm case fans

The Monitor stopped receiving a signal from the video output, for one reason or another
But we guessed that the computer itself was working fine, as the CPU fan, Case Fans, and Video card fan would kick on.
Hooking it up to another monitor, didn't work.
So I started unplugging things, starting with the case fans, to see if it would work with a less used up PSU (even though I was sure this wasn't the problem)

When I unplugged the power to the Video Card, and powered on the system, there was a LOUD Constant Squeal! I was hesitant to leave the sound on for long, because of what I thought it was. But it disappeared when I replugged in the Video card.
What Was this sound from?

Having read some forums around and stuff about other problems,
my first guess is that it's a capacitor or something related to power being used up in a wrong manner, probably because the Video Card uses more power than the Motherboard can handle
But I haven't seen an answer about this specific sound

Whatever I did when unplugging the video card and plugging it back in, worked for the initial video problem, at least for tonight
But I would like some answer for why the computer squealed at me

You sure it wasn't the PC speaker often in cases?

And I bet its a power supply issue...even though you think you have ruled it out. That is a crap power supply to pair with that power hungry card

No this wasn't like the pc speaker warnings
This sound was like when you make a balloon squeak, only louder. It dissipated almost instantly when the power was turned off

This sound appeared when the power to the video card was unplugged from the power supply. So the only power the Video card would have been getting power is through the PCIx16 slot - I assume that the sound came from this setup.

Anandtech recommended this psu in its midrange menagerie.
I dunno if this sound is from the PSU, but I know for a fact that the computer wasn't using up 600Watts of power with only the video card, 1 HDD, 1 ODD, and 3 Case fans.

Just because you aren't using 600W doesn't mean the power supply isn't the problem. 600W is not available on every voltage rail.

Secondly, the power supply could be bad...which may have been indicated by the squealing.

That is a known issue with G80's not getting enough power, i have heard of it on the NV boards.

G80 makes a loud squeal when the PSu pulls power from them too fast while shutting down. Mine makes that noise sometimes if i have to hard shutdown with the power button, but if your's is doing it during a normal shutdown chances are you don't have enough power. Perhaps your PSu is aged and not producing what you think it is....

The Rosewill runs a single line specifically for the video card.
And is brand new (1 month and 1 week old)
And by any calculations should EASILY handle the system, especially not under load

The sound is probably related to the PSU and video card
but when the 4-pin power is connected to the video card. whether or not the video signal is being received by the monitor, there is no funky noise.

only when the 4-pin power connection to the video card is not plugged in, and as soon as the power hits the system, does the sound appear. (I just wanted to know if this was something to be expected)
The sound is LOUD, louder than anything I have heard in a PC

The 4 pin connection is nessecary, you shouldn't put power to the card without all the connectors in place (some cards require 2 connectors) as you risk damaging it. the connector is there because the card needs a direct link to the psu, beause the board cannot supply sufficent power and amperage on its own. I have heard the sound you're speaking of it sounds like a really large metal wheel grinding to a halt almost like the sound of a buses brakes, it's an issue related to lack of power or amperage or both...
