The police were informed about her and they decided she wasn't a threat. The guys talked to the police so they knew that she wasn't considered a threat. They acted on their own knowing that she was a gadfly. Irritating, but no reason to lay hands on her.

It was a public political rally and she was publicly exercising her right to free speech and association.

You imply that she was trying to attack the candidate... possibly, but not in evidence from the video posted. Do you have another?
The video shows two men grappling with her as they all move forward.
They already have a grip on her as soon as she appears on camera. They do indeed bring her down, then proceed to assault her further as she is held down on the pavement.
My interpretation is that the two men were grappling with her from the moment any of them appeared on camera, all three of them moving forward. I don't know her exact intentions, though you seem able to intuit them from very limited evidence.

I don't think she was trying to attack the candidate, merely to force her way through the crowd to embarrass him. I think the men who brought her down reacted admirably; if you know a character has a hatred for the candidate and she is attempting to reach him, you don't stand aside and assume that she won't attack him, you stop her. I think the guy who stomped her after she was immobilized should face charges, that was over the top and purely a result of his frustration and anger. And as for her intentions, I take her at her word that she was trying to reach Paul to embarrass him. But again, when someone takes a mad rush at my candidate, I'm not going to wait around for her after-action presser to learn her intentions, I'm going to keep her away.

There have been people that have passed security at political functions that proved to be lethal to certain attendees there.

You seriously are better off putting down a lunatic and maybe giving them a couple bruises than taking a gunshot or stabbing.

Thank you, finally the other link I've been asking for. This video does appear to confirm that Ms. Valle was very actively pursuing Candidate Paul. I don't think that she posed as great a threat as some in the thread have opined, but I can now agree that the two men in the original video were fully justified in attempting to keep her way from her target.
I still think the foot to the shoulder and head was excessive, though.
