I have the following equipment: (I dont want to hear about Macs)

Dell w/ quad-core
4GB Ram
500GB space
DVD Burner
Canopus AVDC-300 (for capturing)
Adobe Premiere 1.5
Ulead MovieFactory
Ulead Video Studio

Right now I capture directly into Premiere and edit it then save/render it to an AVI. I then open Ulead MovieFactory and bring the video in and make my menus and such and then create an ISO. I then burn the ISO to DVD. I have ~100+ videos (8mm,C-VHS,VHS) to convert so I am trying to find a streamlined process.

This should be everything I need to create DVDs. However, I am having the following problems.:

1.) If I capture straight to MPG (Video Studio) the video is great unless the camera moves then it looks like broken video (large squares/pixels that move or dont move) thus causing the video to look horrible.

2.) Adobe Premiere will stop the capture if it senses drop frames, even though I have it set to not stop. These videos have some "snowy" areas but it does not stop on all snowy areas just some.

I have tried capturing to to an AVI file via Adobe Premiere 1.5 then have Ulead convert it in the dvd creation process but that takes hours and is not always good quality video either. I have tried some shareware programs and the video is fine, but I dont like not being able to create somewhat "cool" menus like I am able to in MovieFactory. Something happens in the conversion process that makes the video horrible.

What do I need to do to get a good quality DVD using these programs? What settings in Premiere do I need to have set (Ive already been capturing with de-interlaced)? Do I need to convert the avi to mpg before bringing it into Ulead?

Premiere Pro 2 can make a DVD itself, no need to send it out to yet another program. I bet 1.5 does this as well.
If 1.5 doesn't, then at least export from Premiere Pro as MPEG. That way moviefactory won't need to re-encode the file yet again.

As far as your capturing delema, I wish I could say. I have never had Premiere stop recording on a dropped frame, but I have only used CS2 and CS3, and this is over firewire as well.
