Virginia issues drivers licenses to deaf people.
Virginia does not allow drivers to use headphones.
driving and riding a bike with headphones/earbuds is dangerous and should be illegal.
I thought it was illegal...everywhere?

Well, I learned to drive and was first licensed in NC, where the rule was to blast two barrels of 12 gauge at them. Now living in more liberal, communist, freedom-hating states since those years, I have learned that the behavior is frowned upon (illegal, actually), and I've had to resort to shaking my fist and bottling my rage.
