A lot of state's honor other state's punishments. Can't know for sure, only guessing.
Here in NJ, any out of state offense is 2 points (or it was when I got my license). Check with your state.
I can say with certainty that NJ offenses do not carry over to PA. At least they didn't 5 years ago.
I really have no idea what relevance that has to what I said or to this thread... but I went ahead and checked the PA driver's manual to see how they handle points on out-of-state tickets.

Chapter 4 just says that certain offenses committed in other Driver's License Compact states (including Virginia) will be treated as if they happened in PA, and reckless driving is not on the list. That's not to say that you won't receive points though. The Pennsylvania Point System Fact Sheet does not say how offenses from other states are dealt with, nor does it list reckless driving, but if you got a ticket for 18 over in PA it would be 4 points; careless driving (a lesser offense than reckless driving) is 3 points.
So what have we learned? You may receive somewhere between 0 and 6 points on your PA license. You're going to want to check with the DMV.
