Can someone recommend a Virtual Private Network. I have heard that many of them slow down your speeds quite a bit. What would I expect, 25% less speed?

No it's more like whose faster, not how much slower you will go from your max cap.

I use torguard and it's max is around 10MB/s down. For ex. my max speed is 45MB/s down.

I use torguard, they have a nice app that allows you to pick what server you want to use, it was really helpful until netflix started checking for proxies. Speeds were not bad when testing it downloading from steam. I seemed to get about half of what I pay for with comcast.

PIA (Private Internet Access) or TorGuard. I've used both and don't noticed significant slow down in speed unless you intend to download shit 24/7. I just go with whoever runs their special discount offer when it's renewal time for me.

This. I've been using PIA for probably 3-4 years now because I keep hitting a special.

I use Private Internet Access and I am currently in Seattle with Comcast. According to speedtest.net....

- No VPN: 125/13
- VPN Seattle Server: 35/11
- VPN Texas Server: 6.5/7

So there you go.

Got my first letter from my ISP about downloading from a peer to peer. Would a VPN mask this?

There's a distinction here that is important. VPN's hide your info, but if the Feds subpoena records they can still track you down. The issue is whether the provider keeps records. Torguard and other providers that hold privacy first, do not keep records specifically for this very reason, so even if they track you down to a torguard vpn server there are no records, there is nothing to trace. You effectively disappear into their swarm. **Thus you want to make sure you get with the right provider.

There's two main products, Anon VPN and Anon Proxy. Proxy hides your torrenting and vpn hides everything. I prefer vpn but proxy is slightly cheaper.

When I go to Torguard, they have:

Anonymous Proxy for $5.95 per month
Anonymous VPN for $9.95 per month
VPN & Proxy Bundle for $11.54 per month
Does this place have any coupons or specials? What is a good price?

Is having both (VPN & Proxy) better than just a VPN?

If you wait, you can get torguard vpn for 30 a year. You'd have google for other deals.

In general, anon vpn is enough. No isp is gonna sit there and try and break thru your vpn. However if you are extremely paranoid then you can combine proxy with vpn.

Just signed up and have the VPN. Do I need to do anything on my computer besides installing their software? Do I do anything with my MSOutlook? Change the incoming or outgoing mail server?

When the vpn is connected all your internet bound traffic will go thru it. There's nothing to do really for the most part. What I do is run the vpn on a second machine which I dedicate to file serving/dl'ing, etc.

If you use a VPN and want to make sure you are hidden, turn off WebRTC and make sure (Ask!) the VPN provider if port forwarding is on. If it is, ditch it!

Also note that sometimes Google's geolocation suxx and you may see Chinese Google results using a VPN. Use this link to reset the language. http://www.google.com/ncr

That's fine and all, but it's not required for what the OP is using a vpn for.

VPN suppose to slow down your regular internet connection but if it's getting about 25%, its not a good VPN service your are using. I would highly recommend ExpressVPN here, it will take about 10 to 12% but works pretty awesome and never put any major impact on your speed and PC performance. Here is the detailed Expressvpn Review, where you can find more stats about them, like Speed tests, servers locations, IP address and many more.
