Hi
I had this exact same problem. All of a sudden I lost my control panel.
Fortunately I found out I lost it right after doing what it took to lose the control panel
I happened to be fooling around with RivaTuner and accepted a message .... and I should not have accepted that messaeg... the message prompts you to turn off driver signature verification (roughly that wording) .. if you turn this off...
What happens is you put Vista into a "reduced functionality mode" and that is why you lost your control panel....

When you use that sight it will say something like "Error message during Windows Vista startup if the Nero InCD program..." this is the correct page... My issue had nothing to do with Nero... the disappearing control panel can come from any number of possible reasons... the hotfix will cure them all Proof of this comes from this websites listing of the same hotfix: http://www.ngohq.com/news/1253...-hotfix.html#post56869
I found the solution elsewhere buy my search brought me to this website so I quickly joined and posted my findings to help anyone else that arrives here looking for a solution to the 'lost control panel mystery'
