because the owner of a private network is responsible for the material on it and if you merrily download or distribute copyrighted material, the network owner is liable. If the BSA shows up and your company owned machine has 27 copyright protected (but with no licenses) items, it is your company that pays the fine...
it's their bandwidth, they pay for it, if they don't want that type of bandwidth usage, then that is the way that ball bounces.
