W2k thumbnail problems

Hey guys, i did a rudimentary search, and couldn't find anything that could help. My dad's computer, which is running W2K, will not show thumbnails for pictures. it will only show the icon for the program that will open up the program. What could cause this? I searched for viruses the other day without anything coming up. I'm not sure if there is a 'jpeg' codec for photos, since it shoudl already be integrated with the OS? What can i do to try to solve this for him?

u have tried going to the folder options of that folder and changeing it to thumbnails correct.

yes, the view is set to 'thumbnail', and for the thumbnail, it is showing the icon for the program that it opens with instead of the picture.
