The point of that article is that Speed is using racist right wing tropes to confirm his racist bias and he has no interest in the actual meaning of the data as it does not fit a deeply help belief.The article you linked clearly states that 70% of black babies are born out of wedlock. So speedes statement was factually correct.
It also states that the rate of out of wedlock births is rapidly declining. It's going to take a while for that decline to make a big change in the total though. Overall a good thing.
