walmart gift cards at less then face value

I seen a bunch of people selling walmart giftcards and 15-20% off the face value and was wondering if anyone knows where they are getting these cards from and why it takes the 4 weeks to get the cards.

I remember reading a post in the For Sale/Trade forum about warning about some gift cards he purchased. He/she didn't mention if they were brought on the forums vs e-bay. What happen to the buyer was that the credit cards used to purchase those gift cards were stolen. A month later, when the buyer tried to use them they were no good.
