you can file a lawsuit... but for a $60 rebate, it's not worth it.
Good deal if you have ide slots available, all mine are filled with optical devices.
I'm not sure about when you sent the rebate, but I know that for rebates under $100 they will cover it in the store if you have a denial letter and show it was a valid submission.
