I ordered one of these for a relative, seemed like a decent deal for an upgradeable box with Vista OS included.

This is not a good deal. And not to thread crap, I will say why:
This is a SLOW single core celeron and is functionally not upgradable. What I mean is that you dont have enough power supply to upgrade this CPU. To upgrade the CPU you need CPU+Powersupply which cools this deal off significantly.
Video card? you dont have 80W to spare. Again, its Video card+Power supply.
This is a dead end box, and lets face it, Vista will make this already slow system feel like a 500Mhz celeron.
If you want to buy this for you, then feel free, but have a heart and dont pass it off to friends and family.

This thing also may come with vista, but it also should have a free windows 7 upgrade via emachines which still goes on through mid january I believe. It's a perfect box for family member who just needs web browsing and office stuff, which is all most families need.

And lets be real here, a $15 power supply is like running with a knife pointed directly into your eye. lets say you should really be looking at a $30 power supply(shipped) and an e5200 which is about $60-65 across the web(not $45 as listed earlier) so you are looking at adding about $95 making this about $280 by the time its really usable.

What do you mean it's not new? I thought that this PC for $190 was brand new. At least I didn't see any mention of refurb or used.
