What more do you need for $39 delivered, a CPU built-in?
1. Cables? Only cable I could see needing is floppy, "if" you still use those.
Has on board USB, video, Lan and audio, and HD's/CD's come with their own cable.
Most cases have front USB cables pre-attached.
2. Manual? Shipped manuals are outdated before they go out the door. Download current manual.
3. Digital connector? Huh? Even new Epox 8RDA+ boards have that as a $15 option, and you want it with a $39 shipped board?
4. ATX plate? Not needed for 95% of ATX owners, as this configuration uses standard ATX format, but replaces 2nd serial port with video instead.
If it is not the superboard you expected for $39, please send it back so others that are waiting for this great deal can buy it.
