I have that PS in one of my computers except it says Coolmax on it. It's not too bad. It's virtually silent.

Antec isn't the only company that makes good, quality power supplies. For example, there is the Ultra X-Connect PSU. That's probably the best PSU you can get. I have one.

Well, if you think it's the best PSU you can get, then you don't know much about PSUs. Just because it has a cool looking case and the nice idea of detacheable wires doesn't mean it's neccessarily a good PSU, let alone the best. In fact, this company is a newcomer to the PSU market, and the quality of its products, especially their long term durability and reliability are virtual unknowns. It's true that most reviewers like it and it definetely seem to be have high quality construction, but it's a long long way from touching the long term proven PSU manufacturers like PC power and cooling, enermax and Antec. Much of the appeal of the X-connect products are the gimmicky elements of looks and detachable cables. While these are nice, they have absolutely nothing to do with the quality of the PSU itself. Like all newcomers to a market, it's quite unlikely that they'll be able to surpass the proven quality brands, actually it's almost impossible they can do it at the beginning. Many have tried, but very few succeeded.
But maybe in a few years. The imaturity of their approach did show itself when they did not include SATA connectors in the beginning. I'd say that people that care about reliability stay away from this PSU until there is more data about it's long term performance.

I'm looking at this one as well...

I currently have an Antec 400SL that came with my case & it seems to be okay, but runs consistently low (11.95) on the +12V line although the +5 and +3.3 lines consistently run slightly high...

Here are the 400SL's ratings:
+5V +12V +3.3V
38A 18A 28A

And the Rosewill's:
+5V +12V +3.3V
50A 35A 30A

I wouldn't worry about 11.95V on the 12v, or even much less under load if the pc runs ok. Your 11.95v is actually very good, and well within the ATX specs. If you are having problems that could be psu related I'd measure voltages with a multimeter.

If you think 11.95 is low on the 12v line, you apparently don't know too much about PSUs, electricity, and what makes a quality PSU.

Most quality PSUs run between 11.7 and 11.8 on the 12v when under load. You will never have a perfect 12v simply because electrons do not act in that manner. As long as you're above 11.6, you're within 5% of spec, which is the acceptable limit.

Looks like a nice PSU with the 120mm fan and nice stats, 35A on the 12v rail is nice (though the specs on that page say 26A, the stats on the PS itself say 35A).

And what's with that nearly $200 550w Enermax linked earlier with only 14A on the 12v rail? Perhaps that's incorrect info, I'd assume anyway.

Edit - Just looked at the JPEG of the side of that Enermax, looks like it has *FOUR* 12v rails, 2x14A & 2x16A, haven't heard of that before.

plus are you taking these readings from the bios or a multi meter. I though my psu was running low "11.5" but when I grabed my multimeter it was at 11.95. BTW my psu is a Tru 430.

Under load, it sometimes exceeds the 11.4V spec limit which is why I'm considering a new PSU...

Getting back to the original post. The specs on the rebadged Coolmax/Rosewill are pretty decent for the money.

Exactly, I have used about 10 different high end psu's. Antec is the ONLY ones that have proformed every time and not had overheating issues (problem with a "silent" psu) and lasted a long time. I could list off 5 major brand names that I can't say the same thing about.
