I have an AMD Athlon XP 2100+ and I am using a Thermalright AX-7 w/ a Thermaltake smart fan, I can't stand fan noise but in a hot un air-conditioned room in the summer, the CPU can reach 67C while idle.
In the winter the max is about 50-55C.

I was thinking about going with water cooling, but does anyone have any recommendations on what units to go with?

I want quiet but very effective cooling.

Thanks in advance.

In my personal experience, both Danger Den and Swiftech have high quality components and kits. If you want quiet in a prebuilt case, consider the Swiftech Quiet Power. My complete thoughts on the Quiet Power can be read here.

Swiftech makes some of the best blocks around... as does dangerden... The HWlabs rads are top notch, so try to find a kit that uses them.

My advice: build your own kit up... go over to the FS/FT forum and buy some pieces, or a whole kit. Theres one now for less than 100$ thats really nice (and i'm not selling it), you might want to replace the pump with a stronger one, and add a block for vid. card, but its your choice. When you start out, set the kit up in your case w/o the board or other stuff, and let it run for at LEAST 24 hrs. before putting it on your board. NO leaks are good leaks. E-mail me if you have questions... My setup is running great, with a handmade aluminum resivoir...

Definitely build your own. IMO much cheaper and much better performance than most of the "kits". One thing to remember, don't skimp on quality parts for your system. Better to spend a "few" dollars more than have to replace expensive components
