I dont think we see DLCs with such updates. I just think we see no updates. Unless its some kind of extremely popular game people continue to play in droves. Like Dota, CS, TF etc. Or something like MMOs.
I'm not saying the DX12 hardware updates for new hardware will be in the DLC, rather, that the fact the game has a continuing revenue stream for 2+ years due to DLC will allow them to make a business case for supporting new hardware on an already released game as long as they continue to release DLC on it. I'm sure the hardware updates would be to all users, funded by DLC purchasers.
I agree though that updates will probably be limited, I see these categories being the only ones to get regular updates:
1) AAA with extended DLC campaign after release, for as long as they are releasing DLC (~1.5 to 2.5 years of updates)
2) F2P and subscription based constant evolution games (LoL, Dota2, TF, MMOs, World of Tanks, etc.)
3) Games on unmodified off-the-shelf engines (Unreal, CryEngine, Unity)
I agree a very real possibility is that they tell you to fall back to DX11 mode when new hardware won't run it in DX12 for mixed mode games.
