Some people are simply not very good at math.
Are you telling me you are good at EVERYTHING?
I'm decent at most things, as well developed people are.
If you can't understand concepts such as the halfway point between 800 and 900, that is beyond being "not very good at math". Whatever is the source of that kind of failure has to leak into other parts of you life. I would guess that kind of personally just generally isn't very bright all around.
You can fake being decent at a lot of aspects of life, but math isn't one of them. Low level math has very clear answers. I feel like people who don't get fundamental mathematical concepts aren't "bad at math" but rather poor all around with the ability to fake competence in other areas.
Again, I'm not talking about gritting your teeth through number crunching. I'm talking about the core principles and concepts that should, honestly, just make sense as they are taught to you.
