Weak Cable or something else?

I just posted that I need a new TV tuner but before I order one I need to know if the new one will do the same thing as my "Problem Tuner"
I live in a efficiency apartment built some time in the 1980's and lately I have been having problems with my internet phone and the TV Tuner in my computer and the POS Scientific Atlanta box that Charter Communications provides (The silver DVR box 8300HDC)
I have a six way splitter (two modems, two inputs for my HVR-1800, QAM Tuner for my HDTV and the 8300HDC) The splitter is not a cheapo one it says -9db per port and all of the ports are used for all of the connections I am using RG-6 except the one that comes from the wall I think it is RG-59 (or what ever the old stuff was) Do I need an cable amp? Should I call Charter? I really can't replace the wire that comes from the wall for obvious reasons (But it does look like it needs a new connector put on it as I can see the shielding exposed and the center wire is bent. I don't know what to do so I am asking Anandtech for advice
I know if I call charter and they don't find a problem I get a $30 charge just for them coming out

err, is the splitter powered?

what is the point of 2 cable modems?

new termination for the wall portion should be easy to do and may fix your problem.

Your cable company is going to tell you you are not supposed to add splitter inside. They split from the outside.

Check the Ip 192.168.100.1. The downstream or receive signal should be between -8 and +8. Upstream or return should be between 32 and 50. SNR should be >34dB. If it is out of spec you will have problems. If way off it is probably on their end. You may need an amp as most systems are designed for 4-5 splits which means if you are off by 4dB or less it's on you. If off by a lot, It's probably on them.

then you have a shit splitter. You need to invest in a powered one. Be sure to get one with passive pass-through so the cable modem can work.

I'll 1 up that. get one with an active return path, so you will not incur any upstream signal loss.

An Electroline EDA-FT08300 is a good example.

There should never be RG-59 coming into your splitter. That's a problem on their end AFAIK, and they should come in and run a new drop for you.

Well I called up Charter and they went and gave me another splitter (Two 4 ways) the first one goes to the modems and the other one goes to all of the other stuff and it seems to work fine and the signal is good
