He should have started the chart in March to hide this glaring stupidity.Your twitter source is fall of crap. ND did practically nothing to mitigate COVID. The state government issued no statewide mandates. Some local governments such as Bismark tried but failed due to too much political objection. Bismark has a mask "mandate" with no penalty for violating it.
Literally the only difference between ND and SD was that SD's governor was more vocal about opposing public health measures while ND just stayed quiet and didn't do anything.
