Only place I can think of off the top of my head thats a national place, is Above.net. I toured their facilities in San Jose, and WOW. The building is earthquake proof (to a certain magnatude, which eludes me at the moment). The UPS they have was HUGE, I don't remember the exact dimensions. They've got a generator as well, can power the entire building, as well as having the capability to back up a fuel truck if needed. The people were super-friendly as well. IIRC, it wasn't cheap though. They did have multiple redundant OC class connections, so downtime was not an issue.
On the other hand, most of your local ISP's can usually host a server, as long as it isn't a hugh traffic one. Once you start hosting a site like Anandtech on a single T1, and try to get dialup users on as well, things get slooooooowwwwww
