I was thinking more like,"Hey that is a cool RV, I have been thinking about getting one. Do you like it? How many does it sleep? Can I see the inside?"

It is his neighbor, if he gets angry or acts weird about it, then call the cops.

First, they would not be persecuted. I would call my neighbor who is a cop and let him investigate it on his own time. That is legal and the neighbor wouldn't even know.

Flood lights and other strange behavior can indicate a meth lab. Meth labs are EXTREMELY dangerous. Highly flamable and very explosive they have the ability to start all neighboring structures on fire if they go up in flames. They can also continaminate soil and groundwater and reduce property values.

I wouldn't have a problem with them doing something as my neighbor that didn't endanger my own health and safety but I'll be damned if I would let a neighbor run a meth lab. And if I suspect they are running one I would provide a law enforcement tip so they can investigate and quiet my fears.

No, we would call the cops because it seems to be suspicious. If someone is committing a crime endangering our family, we do have the right to protect ourselves in that manner. There's more to it than a "power cord", try reading, or let me summarize it for you.

It's constantly supplied power, despite what Fetts says, I imagine the inside light is on 24/7, you just can't tell during the day. It's definitely on all night. There are floodlights around the camper (it's not an RV) that are normally on 24/7 as well. The floodlights are always on at night. Curtains are pulled around all of the windows, and they are very aware of anyone who might be in their own backyards taking note of anything.

It also directly affects our property value, and endangers our home. It's not persecution, it's a right I have as an adjacent homeowner to not have to deal with this sort of mess. Whether you live next to me is insignificant. Evryone have the right to freedom, until it steps on someone else toes and endangers them. If it is a meth lab, it does this.

I figured that since the lights weren't on now, but would be later, that they've just got an automatic timer to make neighborhood kids think they're inside, and to keep kids from breaking in and using it as a hangout. Lights more for security against crime, rather than to help them with crime. I'll be interested to find out which it is.

Possibly you could smell that tell-tell cat urine smell, but we don't know how far she lives from them, nor the quantity they are making. Clandestine labs can overcome even the best detection by a neighbor.
