Weird Vista + torrent problem

Whenever I open uTorrent, whether I'm downloading at 1kbps or 1,000kbps, I can no longer open any web pages or even visit my router page (192.168.whatever). Weird thing is, I can ping any website, and my router page! And it only started happening...a week ago, but before it was working fine.

Router type: D-Link DIR-655 (most recent firmware)
OS: Vista 32 bit
ISP: Comcast (I hope this isn't the problem )

I tried everything mentioned here, and have all ports correctly forwarded (I tried switching up ports):

I'm not sure if Comcast is a problem.

Here are a couple of things you can try to start with for troubleshooting purposes.

First, try to lower the maximum number of connections. Here is a picture to show where to do it. Try 75 like I have it at first, which should be low enough.

If that doesn't do it, try to further limit the amount of half-open connections that uTorrent is allowed to create. Here is a picture to show where to do it. The default of 8 is lower than Vista's maximum of 10, yet it might still create some issues. Try a low value like 4 just to see if it helps at all.

If neither of these do anything, then the issue isn't Vista's half-open limitation or your router's connection capability.

EDIT: Just noticed that you said it only started recently... so I doubt these are your problem. You said Comcast, which is cable correct?

First step I would do is narrow down whether it's your router that's causing the issue. Plug in your computer direct to your cable modem after rebooting the cable modem, try and perform the same behavior on your system that caused the issue before. If it works fine now, you know it's a router setting. If it still has the same issue, you know it's comCrap and their throttling on your connection.

Personally I use the Gamefuel on the dlink router I have to schedule all bittorrent packets to lowest priority (255), web surfing to a high priority (I have mine set to 10) and my gaming ports set to 1. That way, web browsing isn't affected by bitorrent downloads, and games aren't affected by web surfing.

i'm getting this also... and it seems to be OS related as far as i can tell.

here's some more details to it:

i've experienced it on 2 styles of router:

WRT54G (with original FW, *and* DD-WRT) as well as pfSense (never seen it hit higher than 20% cpu, but its average i've seen is 1-2%)
load averages: 0.07, 0.03, 0.02

it's happened with the two major bittorrent clients, uTorrent (my primary) and Azureus (i don't use Vuze)

it's happened across 3 installs of Vista (x64), 2 RTM SP0 from original MS disc and one SP1 BIE install. (edit: and FRESH installs, too. twice it was one of the first few things i installed after Opera and drivers. oh and this also spans 3 motherboards, too).

it happens both in SP0 and SP1.

i never experienced it in XP.

the most damning thing is that i can VNC/RDP to another computer and surf just fine.

SURELY there's something OS-side that can be done for this...

edit: one thing to add, i'm using uTorrent 1.7.7. for some things, i stick to the addage "if it ain't broke, don't fix it."

edit2: i have comcast. previously DSL, but it was so bloody slow, i don't think i was hitting any connection limitations .. 1mbit vs 8)

edit3: i see a reduction in upload speed if i set half open connections lower than the default

ugh, it turns out it WAS half open connections at fault. very annoying you have to pay extra (Vista Ultimate) unless you want to alter your OS in ways i don't care to... had to set mine to 2. even 3 would cause browsing slowdown.
